A reverse image search was able to help me find the original image, though it would have to take someone like Nick Robinson to find the original source.
I found the image on a blog titled "A LOS PANCHOS NI LA LLUVIA LOS SALVO", which translates to "NOT EVEN THE RAIN SAVES THE PANCHOS". It's in the second panel

This dates the image back to at least November 7th 2011, though it could be older than this. The image has been shared on various websites like Pinterest, Reddit, eBaumsWorld, etc, long before Big Boy Rumble Tumble.
